Call for Renewable Energy Feasibility Fund Project Proposals
Oregon Economic and Community Development Department (OECDD) is announcing the 2008 Call for Project Proposals for feasibility studies to be funded by the Renewable Energy Feasibility (REF) Fund, which is a program within OECDD’s Special Public Works Fund (SPWF). Feasibility studies to be funded under the REF Fund support Governor Kulongoski's Executive Order 06-02 "Sustainability for the 21st Century."
 
Eligible Applicants: Oregon cities, counties, tribes, ports, special districts and municipalities as defined by Oregon statute.
 
 

Projects
REF Fund feasibility studies are for the purpose of determining the viability of potential municipally-owned development projects that use renewable energy resources for the purpose of generating electricity, heat or manufacturing an alternative fuel, such as ethanol or biodiesel. Renewable energy resources are defined as water, wind, geothermal, solar, biomass, waste materials or waste fuels.
 
Successful implementation of REF Fund feasibility studies by Oregon municipalities may contribute to the beneficial reduction in Oregon's dependence on fossil-based energy sources. Implementation of the feasibility studies also will promote sustainable development for communities throughout the state by showcasing economically viable opportunities in the public sector and providing a demonstration effect to the private sector.
 
REF Fund awards may be loan or grant. Maximum grant award is $50,000, or 75 percent of total project cost, whichever is less. About $150,000 will be available for 2008 REF Fund project awards.
 

To apply
Complete a Project Intake Form, now being accepted, and submit them no later than 4:00 PM Friday, June 27, 2008. Project Intake Forms are pre-application forms that the department uses to review and determine which project proposals will be invited to submit a complete application for funding consideration. Applicants will be notified by July18, 2008, whether or not they are invited to submit a complete application.
