For all other project types, follow the process below.
Step 1 (initial contact and project development)
The project proponent (city or county) must contact the department prior to submitting an application. One of the department's regional coordinators will be assigned to work with the city or county to develop and review the proposed project concept. Initially, the regional coordinator will work informally with the proponent to determine if a proposed project will meet the state's funding criteria and if funds may be available.
Step 2 (application invited)
The regional coordinator will inform the unit of local government (eligible city or county) about the department's review of the project concept. If the proposed project meets the state's funding criteria and there are funds available, the regional coordinator will then invite an application and provide the application form for the local government to complete. The regional coordinator will identify the deadline for submittal of the application.
Step 3 (application submitted)
Once completed, the local government must submit a signed, original application along with two copies. These must be received by Oregon Economic and Community Development Department no later than 5:00 pm on the last day of the application submittal period. The application must be signed by the local government’s highest elected official. Applications transmitted electronically or by fax will not be accepted.
Applications submitted without a department-approved Project Notification and Intake form will not be considered for funding. The application will be returned to the applicant for submittal in a subsequent competitive round.
Step 4 (application assignment)
The regional coordinator will review the local government’s application submittal for completeness, i.e., the threshold review. If an application is deemed incomplete, the local government will be mailed a notice describing the deficiencies and provided 15 days to make the application complete. Once an application is deemed complete, it will be assigned to a department staff member participating on the Rating, Ranking and Review Team.
Step 5 (application review)
All complete applications received during the calendar quarter will be rated and ranked by the department’s Rating, Ranking and Review Team. A consolidated funding recommendation will then be forwarded to the Community Development Division Manager regarding the awards to be made in each competitive category.
During the application review, an attempt will be made by the review team to visit project sites if necessary. Any such visits will be focused on verifying application information and may provide additional information for rating projects.
As appropriate, applications will be reviewed by an architect or engineer hired by the department. Review comments from the architect or engineer are considered by the Rating, Ranking and Review Team during the application review process. The department will consult with other appropriate state and federal agencies regarding the applications and any aspects of the proposed projects as necessary.
Step 6 (funding recommendation review)
The Oregon Economic and Community Development Department's senior managers and department Director or designee will review the recommendations from the review team for approval. The department Director makes all final award decisions.
Step 7 (notice of decision)
The department shall notify applicants of their funding status approximately 30-60 days after the closing date for applications.
